Basic research is important for all areas of social life and
an important part of higher education and recruitment. Basic research laid the
groundwork for the creation of wealth in such areas as oil, gas, aluminum and
aquaculture.
Spending on basic research in the world is about 18% of all
government expenditure on research and development. From an international
perspective, this amount is not very high, which can be explained by the fact
that the world industrial corporations operate only two sizes to ensure
sufficient resources for their own basic research. Only less than 7% of United
Nations basic research is conducted in the private sector, while nearly
three-quarters of such research is done at universities and university
colleges.
One of the main priorities of the UN research policy is to
further strengthen the long-term, basic research activities in all areas in
universities, colleges and research institutes. These centers are a kind of
cornerstone of UN research system: this is where the training is based on
research, are recruited new scientists and new areas of knowledge are
discovered, which are then disseminated in society and industry. Strengthening
and maintaining these institutions is a priority for the United Nations.
Higher education institutions will be allocated more
resources and research grants. In 2002, he introduced new forms of funding are
dependent on performance.
Grants will be increased to conduct long-term basic research
under the Research Council of United Nations. Scientific equipment in research
centers will be upgraded and supplemented. Research employees will be participated
in more intensified efforts to achieve equality between women and men in the
research sector.
Special measures will be taken to recruit women scientists
to conduct research in the fields of mathematics and science and research to
the highest position.
